(a) Implement national and provincial human resources and social security development plans and policies; study and draft local laws and regulations on human resources and social security; formulate citywide human resources and social security development plans and policies, and organize their implementation and supervision and inspection.

(b) Responsible for promoting employment, formulating employment development plans and policies for urban and rural areas, improving the public employment service system, and implementing the employment assistance system; doing a good job in guiding and encouraging college graduates to seek employment at the grassroots level; improving the vocational qualification system, and coordinating the establishment of a vocational training system for urban and rural workers; and formulating the policies on the cultivation and incentives for skilled talents in colleges and universities, and practical talents in rural areas in cooperation with the relevant departments.

(c) To formulate human resources market development plans and human resources mobility policies, establish a unified and standardized human resources market, and promote the reasonable mobility and effective allocation of human resources.

(d) To be responsible for the deployment of personnel and the placement of special personnel in institutions.

(e) To comprehensively manage government awards and commendations; to undertake matters relating to the appointment and removal of cadres by the Municipal People's Government.

(vi) Coordinating the establishment of a social security system covering urban and rural areas. It formulates and organizes the implementation of policies on urban and rural social insurance and its supplementary insurance; formulates policies on the transfer of social insurance relations; coordinates the formulation of basic pension insurance policies for institutions, enterprises, public institutions and other social organizations, and members of the community; formulates, in conjunction with relevant departments, a system of management and supervision of the social insurance and its supplementary insurance funds; prepares the draft pre-budget for the city's social insurance fund; and does a good job of supervision and management of the social insurance fund.

(vii) To be responsible for forecasting and early warning of employment, unemployment and social insurance fund and information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.

(viii) Implementing national and provincial policies on wages, benefits and retirement and dismissal of personnel of enterprises and public institutions, and improving the mechanism of normal growth of wages and payment guarantee for personnel of enterprises and public institutions; formulating policies on the regulation of wages and incomes of enterprises and workers, and improving the system of minimum wages and the mechanism of guaranteeing wage payment; being responsible for the evaluation of technical grades of workers in organs and public institutions.

(ix) Guiding, in conjunction with relevant departments, the reform of the personnel system of institutions; formulating measures for the management of personnel of institutions and the workforce of organs; formulating plans for the continuing education of professional and technical personnel and organizing their implementation; taking the lead in pushing forward the deepening of the reform of the title system; being responsible for the selection, introduction and cultivation of high-level talents; and formulating measures for the introduction of overseas Chinese students.

(j) Formulating policies on the work of migrant workers in conjunction with relevant departments, promoting the implementation of policies related to migrant workers, coordinating the resolution of key and difficult issues, and safeguarding the legitimate rights and interests of migrant workers.

(xi) Coordinating the implementation of the arbitration system for labor and personnel disputes; improving the coordination mechanism for labor relations; supervising the implementation of policies on the elimination of the illegal use of child labor and the special labor protection policies for female and underage workers; organizing the implementation of labor inspections, coordinating the work of defending the rights of laborers, and investigating and dealing with major cases in accordance with the law.

(xii) Responsible for coordinating the implementation of administrative measures for the payment of work-related injury insurance and the settlement and review of expenses of designated medical institutions.

(xiii) Responsible for foreign exchanges and cooperation in relation to human resources and social security work, and undertaking work related to foreigners coming to Tsukuba in accordance with regulations.

(xiv) Receiving letters and petitions concerning human resources and social security, and coordinating with relevant departments to deal with major letters and petitions and emergencies concerning human resources and social security.

(xv) Combined with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development, and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for the work of production safety and fire safety in this department and in the field of the industry; do a good job in the development of the application of big data and the management of government data resources in accordance with the provisions of the work related to the department's standardized management of government data resources, sharing and development in accordance with the law. 


(xvi) Undertake other matters assigned by the municipal party committee, the municipal people's government and higher-level business departments.
