Provisions on the Functional Configuration, Internal Organizations and Staffing of the Department of Education of Hainan Province
Article 1 In accordance with the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Openness (Zhongfa [2018] No. 12) and the Circular of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on the Issuance of the <Hainan Province Organizational Reform Program> (Office [2018] No. 80), these provisions are formulated.
Article 2 Hainan Provincial Department of Education (referred to as the Provincial Department of Education) is a constituent department of the provincial government in charge of the province's education and language and writing work, and is at the level of department.
The secretary group of the provincial education leading group is located in the provincial education department, accepts the direct leadership of the provincial education leading group, and undertakes the daily work of the provincial education leading group. Guide the province's education and teaching reform and development of all levels and types of schools, research and put forward to promote China (Hainan) Pilot Free Trade Zone, the construction of free trade port of Chinese characteristics of the educational work of the opinions and recommendations.
(B) is responsible for the province's schools of all levels and types of schools to implement the Party Central Committee on the strengthening of party building and ideological and political work of the guidelines and policies and the provincial party committee of the relevant decision-making and deployment of the situation of the inspection, guidance and supervision; leadership of the Office of the organs, directly under the unit (school) party organizations.
(C) overall planning and coordinated management of the province's various levels and types of educational resources, guidance and supervision of the province's various levels and types of schools and other educational institutions set up. Coordinate the province's education informatization construction work. Responsible for the statistics, analysis and release of basic information on education.
(d) in accordance with the law to organize and implement the province's various levels and types of schools and other educational institutions supervision and evaluation and inspection and acceptance. Responsible for the municipal and county governments to fulfill their educational responsibilities, municipal and county education administrative departments to perform their duties and all levels and types of schools and other educational institutions to supervise, inspect and assess the schooling situation. (v) Responsible for promoting the balanced development of compulsory education and the fairness of education. Coordinates and guides the work of education for ethnic minorities, and coordinates support and assistance for education in ethnic minority areas. It is responsible for the overall management of pre-school education, compulsory education, general high school education, special education and out-of-school education in the province, and the overall implementation of quality education.
(vi) Responsible for the development and reform of employment-oriented vocational education, and for the overall planning, coordination and management of vocational education. It guides the integration of industry and education, and cooperation between schools and enterprises.
(vii) Responsible for the coordination and management of higher education in the province. Coordinate and guide the work of continuing education and lifelong education. Guides the reform of the university school system, internal school management system and the socialization of university logistics. It plans and guides the layout and adjustment of disciplines and specialties in colleges and universities across the province, and improves the institutional mechanism for promoting lifelong education and training.
(H) co-ordinate the management of the department's education funding and overseas educational assistance to the province, education loans; participate in the development of education financing, education grants, education infrastructure investment, education fees and charges of the policy provisions; monitoring the province's education funding and use of the situation; organization and management of the province's student financial assistance; guide the province's internal audit of the education system.
(IX) guide the province's schools at all levels and all types of ideological and political work, moral education, legal propaganda and education, physical education, health and aesthetic work, labor education and national defense education. Guidance and coordination of the education system to maintain stability and school safety.
(J) in charge of the province's teachers.
