I. To implement state laws, regulations, rules and policies on traditional Chinese medicine (TCM), combination of traditional Chinese and Western medicine and ethnomedicine, and draft and implement relevant local regulations and government regulations of Beijing.

II. To coordinate the allocation of resources of traditional Chinese medicine in Beijing, formulate the overall plan and objectives for the development of TCM, and participate in the formulation of policies for the promotion of TCM industry. 

III. To carry forward and develop the culture of TCM, protect the endangered techniques for diagnosis & treatment and production & processing in TCM, and organize the development, tapping, sorting out and protection of TCM and ethnomedicine resources.

IV. To conduct the qualification examination, approval, supervision and management in the establishment of medical institutions for TCM, combination of traditional Chinese and Western medicine and ethnomedicine in Beijing, supervise and manage medical treatment, prevention, health care, rehabilitation, nursing and clinical medication of TCM, and implement the professional qualification system for TCM practitioners.

V. To guide and carry out the TCM work related to health services in rural areas and communities of Beijing.

VI. To formulate and implement the municipal plans of Beijing for scientific research and technological development of TCM; to provide guidance on research condition improvement and capacity building in the fields of TCM, combination of traditional Chinese and Western medicine and ethnomedicine.

VII. To formulate and implement the development plans of TCM talents in Beijing, and work with relevant departments to provide master-apprentice education, postgraduation education and continuing education for TCM pharmacists and training for relevant personnel. 

VIII. To carry out international exchanges and cooperation in TCM as well as international promotion, application and spreading of TCM. 

IX. To perform other tasks assigned by the municipal government and Beijing Municipal Health Bureau.
