(a) Implementing and enforcing laws and regulations, guidelines, policies and standards of the State and autonomous regions on medical security and medicine prices, formulating development plans, policies and standards for the city's medical security undertakings, as well as organising their implementation and supervision and inspection.
(b) Organise the formulation and implementation of the supervision and management of the city's medical insurance fund, and establish and improve the safety prevention and control mechanism of the medical insurance fund.
(iii) Organising and formulating the city's medical insurance financing and treatment policies, improving the dynamic adjustment and regional transfer and balance mechanism, coordinating the urban and rural medical insurance treatment standards, and establishing and improving the treatment adjustment mechanism in line with the financing level. It shall organise the formulation and implementation of a reform programme for the long-term care insurance system. (c) To organise and implement the city's medical aid policy.
(d) Organize the formulation of the city's unified urban and rural medical insurance catalogue and payment standards for medicines, medical consumables, medical service items, medical service facilities, etc., establish a dynamic adjustment mechanism, and undertake the work related to access to the medical insurance catalogue.
(e) To organise the formulation of policies on the prices of medicines, medical consumables, medical service items and prices, and charges for medical service facilities in the city, establish a mechanism for the reasonable determination and dynamic adjustment of the prices of medical services paid for by the medical insurance, promote the establishment of a market-led mechanism for the formation of the prices of medical services in the society, and set up a system for price monitoring and information dissemination as well as organise the implementation of such a system.
(vi) To formulate the city's bidding and purchasing policies for drugs and medical consumables and supervise their implementation, and to guide the construction of a centralised purchasing platform for drugs and medical consumables.
(vii) To formulate and organise the implementation of agreement management methods for designated medical institutions in the city. To promote the reform of the payment system of the medical insurance fund, formulate payment management methods and organise their implementation. To establish and improve the medical insurance credit evaluation system, the service evaluation and assessment system of designated medical institutions and the information release system. Supervise and manage the medical service behaviours and medical expenses included in the scope of medical insurance, and investigate and deal with violations of laws and regulations in the field of medical insurance in accordance with the law.
(viii) Responsible for the city's medical insurance management, public service system and information construction. It organises the formulation and improvement of policies on the management of medical treatment in other places and the settlement of expenses.
