(a) To formulate development plans and measures for the city's human resources and social security undertakings, organise their implementation and supervise and inspect them after approval.
(b) To formulate the city's employment planning and annual plan, improve the public employment service system, establish and improve the system of entrepreneurship support and employment assistance, establish and improve the vocational qualification system and the vocational training system for urban and rural workers, guide the management of technical schools and various types of vocational training institutions, and organise the implementation of employment policies for graduates of colleges and universities, vocational colleges and technical schools.

(e) To be responsible for forecasting and early warning of the city's employment, unemployment and social insurance fund, and information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.
(f) In conjunction with the relevant departments, implement national and autonomous regional policies on the distribution of wages and income of personnel of institutions, establish a mechanism for the normal growth of wages and payment guarantee for personnel of enterprises and institutions, and implement policies on the welfare and retirement of personnel of enterprises and institutions.
(vii) Guiding the reform of the personnel system of the city's institutions in conjunction with the relevant departments, formulating policies on the management of personnel of institutions and organ work crews, and being responsible for the management of job setting in institutions; formulating the overall objectives of the city's talent work in conjunction with the relevant departments, and participating in the management of talents.
