(a) Assuming responsibility for safeguarding the housing of low-income urban families throughout the city. It formulates normative documents related to the city's housing security and guides their implementation; prepares development plans and annual programmes for housing security and supervises their implementation; and is responsible for the construction and management of the city's guaranteed housing.
(ii) Assuming responsibility for promoting the reform of the city's urban housing system. It formulates housing normative documents suitable for the situation in Yulin; organises and guides the city's housing construction and housing system reform, formulates the city's housing construction plan and guides its implementation, and organises pilot projects for the reform of the relevant housing system.
(iii) Assuming responsibilities related to regulating the city's housing and urban-rural construction management order. Organise the drafting of the city's housing and urban and rural construction management related draft normative documents, technical regulations; put forward housing and urban and rural construction of major issues in the proposal; according to law, the implementation of housing and urban and rural construction, construction engineering fire, engineering seismic and other administrative approval.
