(a) To fulfil the responsibilities of owners of natural resource assets such as land, minerals, forests, grasslands, wetlands and water owned by all people in the city, as well as the responsibilities of controlling the use of all land space. It implements and enforces the laws and regulations on natural resources and territorial spatial planning and surveying and mapping management of the state and autonomous regions, studies and formulates relevant local laws and regulations, drafts local rules and regulations, formulates relevant policies and supervises and inspects the implementation thereof.
