(a) To formulate plans and standards for the development of the city's civil affairs and organize the implementation thereof, and to organize the drafting of relevant local laws and government regulations.
(b) To formulate and organize the implementation of registration and supervision and management methods for social organizations, such as social groups and social service agencies, to undertake the registration management and law enforcement supervision of social organizations in accordance with the law, and to guide the party building work of social organizations.
