(1) It is responsible for implementing national policies and laws and regulations concerning the real estate industry, the construction industry, and the survey and design industry; it is entrusted by the Municipal People's Government to draft relevant normative documents and put forward relevant policies and measures in accordance with the provisions of relevant laws and regulations.
(2) To assume responsibility for the preparation of the city's protective housing plan, and co-ordinate the preparation of the protective housing development plan.
(3) Assume responsibility for regulating the order of the property development market and supervising and managing the property development market. Together with or in cooperation with relevant departments, it organises the formulation of policies for the supervision of the real estate development market and supervises their implementation, guides the development and utilisation of urban land; and organises the preparation of development plans for the city's real estate industry.
(4) Supervision and management of the construction market, regulating the behaviour of all parties in the market. Guiding the city's housing construction and municipal infrastructure construction activities; organising and implementing the supervision and enforcement of bidding activities for housing construction and municipal infrastructure projects; organising the implementation of rules and regulations regulating the behaviour of all parties in the construction market and supervising their implementation; supervising and managing the supervision and management of construction enterprises, construction supervision, engineering bidding and tendering agencies, engineering cost consultancy and engineering quality and safety inspection and testing organisations.
(5) regulate the city's engineering survey and design consulting market order, supervision and management of engineering survey and design consulting quality. It is responsible for formulating the development plan of engineering survey and design consulting industry; it is responsible for the preliminary design review of building and municipal engineering construction projects; it is responsible for the formulation of urban and rural construction anti-seismic disaster mitigation planning, and it is responsible for the supervision and management of anti-seismic precautions of building and municipal engineering.
(6) Guiding and supervising the implementation of standard quotas for construction projects and project costing, and organising the release of project costing information.
(7) Guiding the city's urban survey and engineering measurement work.
(8) To assume responsibility for regulating and guiding the construction of villages and towns in the city. It guides the construction of rural housing, safety and reconstruction of dangerous houses; guides the improvement of the ecological environment of small towns and villages; and guides the construction of various types of villages and towns.
(9) Assume responsibility for quality and safety supervision of construction projects. Implement policies, regulations and supervise the implementation of policies, regulations and systems for the quality, production safety and completion acceptance filing of construction projects; organise or participate in the investigation and handling of major quality and safety accidents of the projects.
(10) Responsible for the organisation, coordination and management of key engineering construction projects after their commencement. Participate in the establishment, demonstration and review of key engineering construction projects.
(11) to promote building energy conservation, urban emission reduction (excluding municipal utilities) and other work.
(12) Undertake other matters assigned by the Municipal People's Government.
