Guigang Municipal Bureau of Statistics Functional Information
(a) Organise, coordinate and guide the city's statistical work to ensure the truthfulness, accuracy and timeliness of statistical data; implement the policies, laws and regulations of the state and autonomous regions on statistical work, and formulate the city's statistical reforms, statistical science development plans and statistical survey plans; organise, coordinate and guide the city's statistical work, and supervise and inspect the implementation of statistical laws, regulations and rules.
(b) To establish and improve the city's national economic accounting system and statistical indicator system; to formulate the city's local statistical survey programme in accordance with the basic statistical system and statistical standards of the State and the autonomous regions; to organize the implementation of the city's national economic accounting system and input-output surveys, to account for the city's gross domestic product (GDP), to compile and provide information on the national economic accounting, and to supervise and oversee the work of the municipal counties and municipal districts in the national economic accounting.
(c) Organise and implement censuses and special statistical surveys on population, economy, agriculture and other major national conditions deployed by the State and the autonomous regions; study and propose plans for censuses and sample surveys on major municipal conditions and organise and implement them, and summarise, collate and provide statistical data on national conditions and municipal conditions.
(d) Organize and implement statistical surveys on agriculture, forestry, animal husbandry and fishery, industry, construction, wholesale and retail trade, accommodation and catering, investment in fixed assets, real estate, services, transportation, science and technology, energy, urban and rural residents' income, population, labour force, basic social development, etc., and collect, summarize, collate and provide statistical data on the surveys.
(v) Conducting statistical analyses, statistical forecasts and statistical supervision of the national economy, social development and environmental resources, and providing statistical information and advice to the municipal party committee, the municipal people's government and relevant departments.
(vi) Organise and implement statistical surveys on economy, society, science and technology, and resources and environment of counties, municipalities and departments, unify the approval, management and publication of city-wide basic statistics, and regularly release statistical information on the development of the city's national economy and society.
(vii) Approving (for the record) statistical survey projects and statistical survey programmes of various departments and localities in accordance with the law; supervising and managing foreign survey activities in accordance with the law; guiding the basic work of professional statistics and the construction of statistical grass-roots business infrastructures; establishing and improving the system of reviewing, monitoring, checking and evaluating the quality of statistical data, and carrying out the reviewing, monitoring and evaluating of important statistical data.
(viii) To establish, improve and manage the city's statistical information automation system and statistical database system; to guide the construction of statistical informatisation systems in counties, municipalities and townships. To assist in the organisation and implementation of statistical professional qualification examinations and job evaluation and recruitment and statistical cadre education and training.
(ix) Undertake other matters assigned by the municipal party committee and the municipal people's government.
